JRC flags need for innovation-led green transition

The European Commission’s Joint Research Centre highlighted in a December report that the Western Balkans lag behind EU countries on green innovation and environmental policy alignment.
Backed by €9 billion in IPA III grants and €20 billion in guarantees, the region must now strengthen smart-specialisation strategies, update climate policies with EU Green Deal priorities (e.g., ETS, coal subsidy phase-out), and scale up skill-building and public-private partnerships.
JRC emphasised carbon-pricing mechanisms and just transition measures as key accelerators for the region’s decarbonisation journey.
