Time ticks down on electricity market coupling and CBAM exemptions
PA recent update to the Energy Community’s CBAM‑Readiness Tracker has revealed that none of the Western Balkan economies have yet completed the six essential steps for electricity market coupling with the EU. These include functionality like single day-ahead and intraday markets, MRV compatibility, and the necessary governance structures.
Serbia, the regional frontrunner, has successfully launched its day-ahead and intraday markets and is preparing to connect with neighbouring Croatia and Bulgaria. Montenegro follows, eyeing an interconnector with Italy. But Bosnia & Herzegovina, Kosovo, Albania, and North Macedonia remain behind the curve.
With December 31, 2025 set as the deadline to complete coupling, failure means forfeiting CBAM exemption for electricity by January 1, 2026—a blow that could saddle Serbia with roughly €1.07 billion in extra carbon costs, and its neighbours with a combined €797 million for just 2023 export volumes .
